
Summary - The paper analyses the role of Mobility as a Service (MaaS) in the transformation of urban and regional mobility, with a focus on the MaaS for Italy trial of the Municipality of Turin and the Piedmont Region (2024-2026 and beyond). The study assesses the impact of MaaS on travel habits, use of public space, energy consumption, pollution and transport safety.
By analysing data from the MaaS pilot project of the City of Turin (2024-early 2026), a partial success in the integration of MaaS, public transport and shared mobility is observed, with the aim of reducing private car use. The study highlights the opportunities of MaaS in making mobility more sustainable, efficient and less congested, but also the critical issues related to the preference for the private car, due to its fixed costs already incurred, against the variable costs of MaaS services. To encourage the adoption of MaaS, it is suggested to introduce subsidies, more competitive tariffs and possible road pricing proportional to the km travelled on the road by private motorised vehicles, in order to make the new paradigm more convenient than using the car alone for personal use.
